Once they catch bin Laden, there's no more War On TerrorTM and thus no more removal of civil liberties and easy totalitarianism. It's not even subtle. He's basically an agent provocateur. The CIA actually met up with him in 1999 while he was helpless in hospital somewhere; they could have arrested him right there, but they mysteriously just had a word and left it at that. Of course, he might well have nukes, and there's no telling whether or not he's still being strictly obedient. But don't take al Qaeda at face value. They're not the anti-Americans they're made out to be, not by a long shot.

As soon as somebody accuses a western government of a really big lie, the label "conspiracy theory" appears and instantly makes it look implausible for no good reason.
(Incidentally, it's not even a theory. Al Qaeda were trained, funded, and commanded by the CIA. The only chance that they're acting against America now is if they've actually gone 'rogue'. Which is unlikely, because there was the aforementioned meeting when they should have arrested bL but didn't)

However, the mysterious meeting remains the wild card in this equation. And bear in mind that Saddam and bin Laden espouse radically different politics and in fact quite strongly dislike each other. Everyone in politics has always known this. It still remains pretty clear that the US administration has little or no wish to actually apprehend bL.

And it's not as if governments don't do that sort of thing. After all, that's the entire basis for the war in Iraq: Saddam Hussein tortured and killed his own people. Why shouldn't the Bush administration be capable of the same? Because they're white? Because "this is the western world"? Because none of them have evil moustaches? We know, in fact, that Bush Sr. and his pals are into those kind of politics. Check out Iran-Contra and then tell me the Republicans aren't prepared to slaughter their own people to get ahead.

they used their connections to terrorist groups (i.e. Bin Laden and Al-Qaeda) for their own ends. The Bushes and the Bin Ladens have close family ties (hence why on 9/11 when all planes were grounded the Bin Ladens who were in the US were allowed to leave).

What's more, it's in the current administration's interests to fly planes into buildings, read up on the PNAC (Plan for a New American Century), it's chilling stuff.
