am I right in thinking that there was a plea from the mods or admins or something in the early days of b3ta for people to stop making fun of 9/11 quite so much?
For some reason such a thing entered my head earlier and I couldn't remember if I'd imagined it or not.

And while planes full of people hitting towers full of people is utterly tragic at face value, it's also pretty fucking absurd.

the towers are photoshopped so much both because you don't actually see the human tragedy in the towers falling, just brick and dust.
It is images such as the falling man which do show the actual horror of the occasion and very few people use that one as a source image.
Ultimately, though, all famous images get photoshopped regularly, so it would be strange if no one ever used it.

You've posted jokes about downs syndrome in the past. How would you justify that as being one side of the line and Herman's post on the other?
Certainly, Herman's post is not pointing and laughing at the deaths, rather he is re-appropriation a famous image to make it ridiculous. Whereas most downs jokes on the board simply are downs=lol.
There may be some argument that some imagery should never be re-appropriated, but I personally think that gallows humour is a very important way for people to cope with the darker sides of life and a psychologically very healthy thing to do.
Although I would agree that if a post's intention is simply to mock the unfortunate and feel superior to them, then that should be criticised as a shitty bullying thing to do. Some 9/11 jokes may be doing that, but not every one of them.

In fairness I think most "twin tower" and other 9/11 pics I've seen haven't made fun of 9/11 or sought to belittle the human cost. What I think they've usually done is use iconic images related to an horrific event for humorous purposes, which may sometimes be uncomfortable but which I personally think is fair enough. It's something b3ta's always done, and it's part of a wider tradition of British humour.

I LOLd then followed that with a sharp intake of breath. There's not much on B3ta that makes me feel truly uncomfortable, but this comes close. However, it's not for me to censor or criticise.
On a side note, I don't think I've seen the collision with the South tower from that angle before.
